Perform an initial measurement followed by spawning a task that will perform a measurement every CPU_SAMPLE_PERIOD seconds.

Takes a measurement of all tracked tasks and updated the totals. If any task is not alive anymore it deletes it. If any component is not alive any more and no more historical measurements are available for it, deletes it too.
