UsbCdcTestHelper exposes hooks to inspect private endpoint state for tests.
Note: In this test-only precursor CL, these methods return stubbed values to allow
compilation against the unmodified driver. A subsequent CL introducing the
dead-endpoint tracking feature will connect these methods to the real driver state.
