A PowerDown resume whose re-initialization fails after DME_LINKSTARTUP has already succeeded
must (a) leave the SetLevel unanswered (Power Broker must not report the level as reached while
the device is still down) and keep retrying in the background, (b) leave the device recorded as
{PowerDown, link off} with the host controller stopped, and (c) succeed, and only then answer the
SetLevel, once the fault is gone.
