class FractionalDivisorLatchRegister

Fractional divisor latch (DLF), present only if the UART was configured with

FRACTIONAL_BAUD_DIVISOR_EN. Its width (DLF_SIZE) is configurable; the

fraction is DLF / 2^DLF_SIZE. Unlike DLL and DLH, it is not multiplexed by

LCR.DLAB, but it must be written before DLL and DLH.
