Stops scheduled scanning.

The successful return value indicates that the scan has been stopped.

The driver will NOT send an `OnScheduledScanStoppedByFirmware` event in response to this call.

`OnScheduledScanStoppedByFirmware` is reserved for firmware-initiated stops or errors.
