Manages resources on a specific sysmem heap.

NOTE: Clients looking to allocate buffers from sysmem should use

[`fuchsia.sysmem2/Allocator`]. This protocol is implemented only by drivers

that provide a custom backing heap to sysmem via [`Sysmem.RegisterHeap`].
