Cable unplug while a DEPSTRTXFER is still in flight (kStartingSingle / kStartingOngoing, no

resource id yet). There is nothing to end in hardware: the request is returned right away and

the stale start is recorded, then cleared again by StopEvents() since the event ring is stopped

and the core reset before the start event could ever be consumed. The function driver's

CancelAll / DisableEndpoint during the drain still reply immediately, and -- the part that would

hang if the stale count leaked -- the endpoint can be configured again on the next connection.
