DEVT_CONNECTION_DONE arriving while a user endpoint is still canceling after DEVT_USB_RESET.

Both handlers park behind the same idle barrier; when DEPEVT_CMD_CMPLT finally arrives the

reset's callback starts EP0 exactly once and the connection-done callback only applies the

negotiated EP0 max packet size on top, instead of starting EP0 a second time.
