Cable unplug while Ep0Start() is still parked behind the idle barrier left by DEVT_USB_RESET.

QuiesceCore() -> StopActiveTransfers() must abort the barrier (idle == false) before it drains

the canceling endpoint, so reaching kIdle during the drain does not start EP0 on a dead link, and

the canceling endpoint is drained without a second DEPENDXFER.
