SECBIT_NOROOT

If this bit is set, then the kernel does not grant

capabilities when [...] a process with an effective or real UID

of 0 calls execve(2).

Executing a program that changes UID or GID due to the set-user-ID or

set-group-ID bits or executing a program that has any file capabilities

set will clear the ambient set.

Observed:

The ambient set is also cleared whenever real UID != effective UID prior to

execve(2), even when executing an unprivileged binary.
