An EventDispatcher that is signalled while the system's memory stall time is above a threshold.
Its state - the kind of stall being watched and the StallObserver that watches it - lives in
Rust, which is also where the observer's callbacks land. See //zircon/kernel/object/
event_dispatcher.rs and //zircon/kernel/lib/stall/src/mod.rs.
