Verifies that when a non-root caller executes a binary with non-empty file

capabilities, AT_SECURE is set to 1 even if the caller already held those

capabilities in P(permitted) and P(effective) prior to execve(2) (since

non-ambient capabilities would otherwise have been dropped by execve(2)).
